The Coalition of Kaiser Permanente Unions seeks an experienced individual to fill the position of National Program Coordinator for Workforce Planning and Development. Travel is required.

Develops and implements a union agenda related to workforce planning and development. Provides leadership and coordination among local and regional union leadership and executive corporate management to advance the strategy and goals for program area.
Develops annual action plans and budget to meet the organization’s goals for the assigned program area. Leads program staff; participates in hiring, conducts performance appraisal of regional and local union leadership program staff, and KP program staff, as applicable.
Applies broad administrative and negotiating experience/expertise in a union environment.

Key Responsibilities:

  • Advance the goals and principles of the Labor Management Partnership at national, regional and local levels. Establishes and maintains collaborative relationships with union leaders, staff and members, and with Kaiser Permanente leaders and supervisors to ensure collaboration in achieving objectives and support of the partnership.
  • Lead the Coalition’s work on staffing and full scope of healthcare career development, including leading:
    • Annual national joint staffing plan submission program that engages over 3000 unit-level labor management groups in jointly creating staffing plan proposals for the following year. This includes leading a national oversight committee that regional implementation teams report up to.
    • Coordination of education programs for incumbent workers through three (3) education trusts.
    • Labor-management committees with oversight of education trust work and the impacts of technology innovations/AI.
    • Coordination of Coalition staff and local unions in recruitment of union members’ family and friends into Futuro Health education programs.
  • Work with leadership to develop and evaluate regional and national program plans that advance Coalition and partnership goals.
  • Provide research and leadership development support and expertise to Coalition union leaders and KP committee members to ensure union capacity to develop and deliver programs.
  • Contribute to the development and alignment of national and regional strategies, policies, and frameworks that guide the design, implementation, and evaluation of programs serving union members.
  • Chair or participate in national and region-wide teams, task forces, and committees to develop recommendations on issues which can range from small, localized to broader, national and region wide issues with significant and critical impact.
  • Support committee members and co-leads through leadership, training, and skill development to strengthen participation and effectiveness across regional and national efforts.
  • Lead program staff; participate in hiring and performance feedback and evaluations of WFPD program staff, as needed.
  • Advocate for full participation of union members in partnership activities, give guidance to union members in advancing the partnership, and assist with the development of programs, structure and training to support union participation.
  • Represent the Coalition of Kaiser Permanente Unions in joint labor-management forums.

National Coordinators are based primarily in a region, but have regional, cross-regional and national/program-wide responsibilities.

Qualifications:
The National Program Coordinator, Workforce Planning and Development job is a senior position, requiring:

  • High school diploma required. Bachelor's degree is highly desirable.
  • Five or more years of full-time employment and experience in the labor movement, including experience creating and implementing union campaigns, negotiating contracts, leading labor/management committees, and designing and implementing programmatic work. Experience in healthcare sector is preferred.
  • Program management, lead or supervisory experience and excellent analytical and problem-solving skills required.
  • Experience in workforce development and/or working with an employer training fund is preferred.
  • Experience in navigating job changes due to technology and AI innovations preferred.
  • Previous experience and demonstrated ability to perform intermediate level computer skills including Microsoft office suite software required.
  • Effective verbal and written communication skills.
  • Effective interpersonal skills with ability to manage in an environment of change, with very diverse perspectives and needs.

Location: West Coast
Salary: Salary range starting at $100,945 – $131,932 (Depending on experience)
