EDUCATIONAL QUALIFICATIONS:
Bachelor’s degree from an accredited college in Accounting, Business Administration, or a related discipline (a combination of equivalent education and work experience may be considered). Master’s degree from an accredited college in Accounting, Business Administration, or a related discipline preferred.

EXPERIENCE QUALIFICATIONS:
  • Minimum of five years’ experience in an office setting, a senior accounting or financial management position
  • Experience leading a diverse team to a high level of excellence
  • Proficiency with Microsoft Office suite and general computer operation is required.
  • Knowledge of corporate finance law, accounting, organizational budgeting, cost control procedures, payroll processes, financial software tools to quantify and illustrate routine financial reports/statements, and applicable regulations such as Generally Accepted Accounting Principles (GAAP), and Federal Acquisition Regulations (FAR).
  • Knowledge of data analysis and forecasting methods
  • Strong working knowledge of disability management and awareness.
  • Knowledge of the AbilityOne federal law.
  • Strong Leadership and organizational skills
  • Additional Preferred Qualifications:  experience in a rehabilitation, non-profit facility.
  • Professional or equivalent certification preferred (CPA, CMA, CPP, etc.).

  • Must be authorized for coverage under agency insurance if operating an agency vehicle, have a good driving record, a valid driver’s license, and/or the required level of personal auto insurance.

JOB RESPONSIBILITIES SUMMARY:
A member of the executive team, where substantial organizational decisions are made daily.   Meeting financial and employment objectives is imperative to maintaining a successful, mission-driven organization.  Directs, manages, and coordinates the organization’s accounting functions to include accounts payable, accounts receivables, payroll activities, cash management, inventory management, fixed assets management, corporate insurance plans, self-insured medical program, compliance with various regulatory standards and agencies (including GAAP, FAR, DOL Wage & Hour, IRS, AbilityOne Commission, corporate policies, ACA, etc.), and participating in all applicable audits or regulatory reviews.

ESSENTIAL FUNCTIONS:
  • Develops and monitors the organization's financial well-being by analyzing financial statements and budgets, providing financial projections, preparing growth plans, and directing the accounting staff.
  • Develops the organization’s financial strategies by contributing financial and accounting information, analysis, and recommendations to strategic planning and establishing functional objectives to support the organization’s mission.
  • Establishes finance operational strategies by evaluating trends; establishing critical measurements; determining production and productivity strategies; designing and implementing systems; accumulating resources; resolving problems; and implementing change.
  • Develops financial strategies by forecasting capital, facilities, and staff requirements; identifying monetary resources; and developing action plans.
  • Monitors financial performance by measuring and analyzing results, initiating corrective actions, and minimizing the impact of variances.
  • Analyzes organization operations; identifies opportunities for improvement, cost reduction, and systems enhancement; and accumulates resources to fund future capital expenditures.
  • Provides reports to the Board of Directors on all matters related to the financial status; serves as the lead staff liaison to the Audit and Finance Committees.
  • Monitors banking activities to ensure appropriate cash flow for the organization’s operations.
  • Performs risk management functions by analyzing the organization’s assets and liabilities and ensuring adequate controls and procedures, including a disaster recovery plan, are implemented to safeguard the organization's financial status .
  • Develops and implements strategies and processes for detecting, reporting, and minimizing opportunities for fraudulent activities within the organization
  • Manages with UltiPro's Tax Representative to ensure the organization's required tax filings, including Form 941, W-2, and 1099, are completed in accordance with local and federal law. Assists with reconciling all tax reporting to the general ledger on a quarterly basis.
  • Manages the operations and development of the accounting department, including creating and reviewing policies, budgeting, recruiting, training, and conducting assessments of financial procedures with the CFO.
  • Ensure compliance with various regulatory agencies, including GAAP, FAR, DOL Wage & Hour, FLSA, SCA, CBAs, IRS, AbilityOne Commission, Corporate Policies, ACA, etc.
  • Prepare and maintain required reporting, including the SourceAmerica Labor Report, Quarterly ERS Report, Quarterly Multiple Worksite Report, Annual Contract Manpower Report, Annual W-2s and/or 1099s, business licenses, various state reporting requirements, etc.
  • Oversees and manages organization’s accounting functions to include accounts payable, accounts receivables, payroll activities, cash management, inventory management, fixed assets management, corporate insurance plans, self-insured medical program, compliance with various regulatory standards and agencies (including GAAP, FAR, DOL Wage & Hour, IRS, AbilityOne Commission, corporate policies, ACA, etc.), and participating in all applicable audits or regulatory reviews.
  • Maximizes return on invested funds by identifying investment opportunities and maintaining relationships with the banking and investment communities.
  • Periodically reviews and updates all formal accounting, payroll, information technology, and cyber security related policies and procedures to ensure compliance with applicable federal, state, and local regulations and best practices.
  • Acts as the organization’s Information Systems Security Manager (ISSM) by finalizing decisions for any changes made to the Phoenix network and systems within the network to include hardware, software, and services as well as training users; to ensure compliance with corporate policies, NIST standards, and DFARS regulations.
  • Oversees the necessary functions to receive and maintain Cybersecurity Maturity Model Certification (CMMC) Level Three as a requirement to maintain the organization’s DoD contracts.
  • Coordinates activities between the information technology and cyber security contractors to ensure prompt and precise resolution of all IT and cyber security related issues.
  • Assists the information technology contractors with developing, implementing, and maintaining database and networking systems in accordance with funding needs, program mandates, and reporting requirements.
